Tim, because this is a housing development managed by the Community Development Department, I will refer this and future emails to the project manager in Community Development, Nora McNamara.
With respect to your question about design review, however, I can tell you that the local committee to which you refer is probably the Landmarks Commission’s local committee for the Brooklyn Centre historic district. That committee continues to operate, but the site of this housing development is not within that historic district, so the project was reviewed by a design review committee that reports to the City Planning Commission.
